Notice is hereby given that the City of Hammond is seeking public input for its American Rescue Plan (“HOME-ARP”) appropriated under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2). The purpose of the funds is to address the needs of households experiencing homelessness and other households that face housing instability. The City may use the funds for a limited number of eligible activities, including the development and support of affordable housing, tenant-based rental assistance (TBRA), the provision of supportive services, and the acquisition and development of non-congregate shelter units. A portion of the funding can be used for administrative and planning purposes and the support of local non-profit stakeholders.
The purpose of the public hearing is to receive public comment on the following proposed changes to the budget of HOME-ARP funds. The City is proposing the following changes:
- Reallocate $400,000 proposed for Affordable Renting Housing to Supportive Services. The majority of this reallocation, $377,275, will be awarded to Regional Mental Health for rental assistance and professional services.
- The Department of Housing and Urban Development (HUD) determined that the city of Hammond received $2,021.00 less in its HOME-ARP allocation than it should have. The corrected amount of the HOME-ARP award will be used for financial assistance to clients.
- The City will provide financial assistance to clientele under Supportive Services instead of Tenant-Based Rental Assistance (TBRA). Given this, the line item budget for TBRA will be moved to Supportive Services.
