Special Event Permit Application

The Board of Public Works and Safety of the City of Hammond oversees the application process and guidelines for special events held on public property or within public rights-of-way in the City of Hammond.

The policy helps the City coordinate public safety, traffic control, sanitation, street closures, and other City services associated with events held on streets, sidewalks, and other public spaces.

A “special event” includes activities such as:

    • Farmers markets
    • Car shows
    • Parades
    • Festivals
    • Community celebrations
    • Similar organized public gatherings

    The policy applies to events hosted by private individuals, businesses, or organizations that use public property or require City coordination. City-sponsored events and events held entirely on private property without the use of public streets or sidewalks are exempt.

    Event organizers are required to submit an application to the City Controller’s Office at least 45 days before the event date. Applications are then reviewed by the Board of Public Works and Safety.

    Application and permit fees are:

    • $100 for one-day events
    • $250 for events lasting two to four days
    • $500 for events lasting five or more days

    Applications must include details such as event location, attendance estimates, vendor information, traffic control needs, and any requested street closures.

    Applicants must also provide proof of at least $1 million in general liability insurance naming the City of Hammond as an additional insured.

    The Board of Public Works and Safety has the authority to approve, deny, or place conditions on special event requests in order to protect public safety, manage traffic, and ensure the proper use of City resources and public property.
