PUBLIC NOTICE is hereby given that the Program Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the City’s HUD funding, including the Community Development Block Grant Program (CDBG), HOME Investment Partnership Program (HOME), and the Emergency Solutions Grants Program (ESG), is available for review and comment. A copy of the report can be viewed below.
The PY2025 Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the City’s efforts to address the goals and priorities outlined in its Consolidated Plan. The City is seeking comments on the CAPER from Hammond residents and community stakeholders. The City will consider all comments received before 4:00 PM on June 30th, 2026, before submitting the report to HUD. The City will continue to accept public comments after its submittal and will use them to guide and inform future HUD-funded programming. The preferred method for submitting comments is to use the form below or email whited@gohammond.com.
Public comments will be received formally at a Public Hearing to be held on Tuesday, June 16th, 2026, at the Hammond Redevelopment Commission meeting, in the Council Chambers at Hammond City Hall, located at 5925 Calumet Ave., Hammond, IN 46320, second-floor room 209 at 4:30 p.m. The City will make reasonable accommodations for persons with disabilities or Limited English Proficiency (LEP).
