The City of Hammond is seeking community input to help identify housing and community development needs and establish priorities for federal funding. Residents are encouraged to complete the survey by October 30, 2026.
The City of Hammond receives annual grant allocations from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME).
These federal resources are primarily used to assist low- and moderate-income individuals, families, and households, subject to each program’s eligibility requirements. Low- and moderate-income households are generally defined as those earning no more than 80% of the area median income.
The programs support three primary goals:
- Provide decent and affordable housing;
- Create suitable living environments; and
- Expand economic opportunities.
To receive these federal funds, the City must conduct a comprehensive planning process to identify Hammond’s housing and community development needs and determine how available resources can be used most effectively. The City’s Consolidated Plan documents the results of this process and establishes local goals, priorities, and funding strategies.
The upcoming Consolidated Plan period will begin April 1, 2027, and end March 31, 2031.
The City of Hammond is seeking input from residents, businesses, community organizations, service providers, and other stakeholders. Your responses will help the City identify community needs and establish priorities for CDBG, HOME, ESG, and other available resources. The information collected through this survey will help guide future programs, projects, and investments throughout Hammond.
