Job Title: Zoning Administrator

Salary: $61,200.00 Annually

  • Job Requirements

    • Bachelor’s degree in Planning, Real Estate, Public Administration, Business Administration, or graduate degree with one year experience
    • Has three (3) years experience with planning, real estate and/or business or public administration
    • Has experience in supervising staff
    • Communicates effectively orally and in writing using proper English
    • Operate a computer and related software including databases without technical assistance
    • Deal tactfully and professionally with public and city officials
    • Has excellent knowledge of all aspects of federal, State and local laws, rules and regulations for planning and zoning including the Zoning Ordinance, Subdivision Ordinance and Flood Plain Ordinance
    • Able to work in a cooperative and team approach manner within the department and with other departments
    • Able to work independently and be self-motivated
    • Operate a motor vehicle legally
    • Ability to attend evening meetings

  • Job Duties

    • Administers functions of Zoning Office
    • Supervises the Administrative Assistant to the Zoning Administrator
    • Provides technical assistance to the Director of City Planning regarding zoning and development projects
    • Acts as Real Estate Manager for the Redevelopment Commission
    • Provide staff support and serve as technical advisor to the Hammond Advisory Board of Zoning Appeals
    • Review and evaluate BZA petitions for compliance with the Zoning Ordinance and assist petitioner in preparing documentation to the BZA
    • Prepare written staff reports and recommendations to the BZA
    • Responds to inquiries regarding zoning, land use, subdivision, and developmental provisions from public and other City departments
    • Review site plans and development projects to determine compliance with zoning codes. Works with developer to find reasonable way to meet codes
    • Administers improvement location permit program
    • Issues Certificate of Occupancy and Compliance prior to initial occupancy, reoccupancy after six months of vacancy, change in use of building or structure, change in use of land, based on the requirements of the Zoning Ordinance and the approved final site plan
    • Acts as flood plain program manager. Responds to inquiries regarding flood plain zones and review elevation certificates
    • Supervises the maintenance and updating of the zoning administration records performed by the Administrative Assistant to the Zoning Administrator
    • Conducts research on special topics or projects
    • Provides real estate services for Redevelopment Commission for the acquisition and disposition of property, orders and reviews title work as needed
    • Monitor status of redevelopment property and prepare necessary reports
    • Order and review appraisals from independent appraisers
    • Negotiates for and purchase property on behalf of the Redevelopment Commission and insures that the acquisition is in compliance with local state and federal (HUD) rules and regulations
    • Researches property information and maintains property records for Redevelopment projects
    • Provides research on special topics or projects
    • Performs similar real estate management functions for the Redevelopment Commission
    • Assists Director if City Planning regarding petitions before the Plan Commission when necessary
    • Assists with other departments and agencies to achieve planning, economic and community development goals
