Job Title: Rehabilitation Loan Officer

Salary: $43,486.00 annually

    • Bachelor’s Degree or three (3) years experience in related field
    • Knowledge of Federal, State and Local laws, rules and regulations, which affect Community Development and related to the
    • Department of Housing and Urban Development (HUD)
    • Knowledge of Community Development principles, theories, practices, as well as knowledge of current planning practices
    • Knowledge of File Maker Pro financial system
    • Knowledge of Integrated Disbursement and Information System (IDIS)
    • Ability to operate a motor vehicle
    • Thorough knowledge of contractual law
    • Ability to speak and write effectively at various levels of communications
    • Ability to deal tactfully with the public, contractors and homeowners
    • Ability to prepare and review reports and give advice
    • Provides monthly reports to the Community Development Director

    Job Duties

    Homebound, Emergency and Roof Programs

    • Incumbent assists clients in obtaining applicable housing rehabilitation assistance through the Emergency Program and Roof Program and down payment assistance through the Homebound Program, prepares all relevant documents and contracts, and assists Community Development Director with other rehab programs as required
    • Secures all relevant documentation from applicant(s) and other outside sources for all programs
    • Informs Building Department of documented applications to be scheduled for inspection
    • Evaluating credit worthiness by processing applications and documentation within specified income limits, interview applicants to determine financial eligibility and feasibility of granting approvals/rejections and document such decision
    • Order title commitments and credit checks, handle loan subordination requests and release of mortgages for Emergency and Roof Programs
    • Maintain and update account records
    • Assess customer needs, explore all options and introduce different types of programs
    • Prepares all spreadsheets, approval letters and related documents for approval at all Hammond Redevelopment Commission meetings
    • Prepare all required loan documentation for closing, arrange closing with homeowner
    • Obtain appropriate signatures/notarizations
    • Prepare mortgages to be recorded to Chicago Title and file all mortgages when recorded, copy related documents requested by
    • Hammond Redevelopment Attorney on loans with city
    • Maintain accurate files for all applicants
    • Develops and maintains successful relationship and realtors, banks and other financial institutions and other city departments
    • Maintain accurate records for all applicants
    • Works with Community Development Director, Building Department, homeowners and contractors on final construction of home rehab projects
    • Monitor all projects in IDIS
    • Responsible for entering all invoices into File Maker Pro for all related programs
    • Responsible for coordinating Annual Realtors Breakfast
    • Performs other duties as required

    Incumbent makes substantial contributions involving non-routine decisions and recommendations. Work is conducted under general supervision with pre-established goals. Work is continually reviewed. Errors could result in substantial loss of time and inconvenience to the public as well as the department.

    Personal Work Relationships

    Incumbent must maintain good working relations with various federal, state and local agencies as well as the general public. The contracts and agreements are made primarily for the purpose of problem solving or explaining what is needed to render services.
