Declaration of Emergency and Order of Curfew

WHEREAS, peaceful protests occurred on the streets of Hammond on May 30, 2020, which were assisted by the City of Hammond; and

WHEREAS, these protests ended after being dispersed around 171st Street and Calumet Avenue after being halted by the Hammond Police Department when it was apparent the protesters intended to march onto I-80/94, which would have endangered the health and safety of both motorists and protesters; and

WHEREAS, on May 31, 2020, rioting and civil unrest occurred to the west of the City of Hammond, including looting and other unlawful activity in Calumet City and Lansing, Illinois; and

WHEREAS, due to the threat to the peace, safety, and security of the City of Hammond, its residents, businesses, and their property, as mayor, I ordered city departments to close the entrances of the city to all eastbound motorized traffic until my further order, northbound and southbound entrances to the city, including Hohman Ave., Calumet Ave., Indianapolis Boulevard, Kennedy Ave. and Cline Ave. remain open; and

WHEREAS, because civil disorder and other events over the last forty-eight hours have occurred that may endanger the lives or property of the citizens and businesses of the city, under the power vested in me as mayor and pursuant to Hammond City Ordinance, I hereby declare that an emergency exists and put into effect a curfew between the hours of 9:00 p.m. central time (Hammond Indiana local time) on May 31, 2020, and 6:00 a.m., June 1, 2020, this curfew will not renew unless I renew this order before 9:00 p.m. on June 1, 2020, and

NOW THEREFORE, pursuant to Hammond City Ordinance 92.02 et seq., Mayor Thomas M. McDermott, Jr. hereby declares that an emergency exists and further declares a curfew between the hours of 9:00 p.m. central time (Hammond, Indiana local time) on May 31, 2020, and 6:00 a.m., June 1, 2020 as follows:

Curfew in Effect:

a. It shall be unlawful for any person to be or remain on any city street during the hours of the curfew;
b. It shall be unlawful for any person to remain or loiter in any motor vehicle or place of business during the hours of the curfew;
c. Violations of the curfew order shall empower the Hammond Police Department to cite or if necessary arrest any person who willfully disobeys an order from a law enforcement officer to disperse and obey the curfew order;
d. This order does not effect essential workers or those that are going to and from work or to their homes lawfully;

This Order is in effect immediately upon my signature and shall remain in effect until further notice.

  • City Employees
  • Journalists
  • Traveling to, from, and during work
  • Travel for medical treatment
  • Travel to aid a family member
  • Traveling from outside of the city to your home
